C\u2019est la question qu\u2019on se pose aujourd\u2019hui tant le Scaf bat de l\u2019aile. <\/span><span class=\"tm9\">Lanc\u00e9 sur une base incertaine en 2017, le projet avait d\u00e9j\u00e0 \u00e9t\u00e9 fragilis\u00e9 par une <\/span><u><a href=\"https:\/\/www.lefigaro.fr\/societes\/accord-conclu-entre-dassault-aviation-et-airbus-sur-l-avion-de-combat-du-futur-20221201\"><span class=\"tm10\">dispute entre Dassault et Airbus<\/span><\/a><\/u><span class=\"tm9\">, r\u00e9solue in extremis en 2022. Depuis juillet 2025, son d\u00e9veloppement s\u2019apparente de plus en plus \u00e0 une lente agonie ponctu\u00e9e de maigres sursauts d\u2019espoir.<\/span> <span class=\"tm9\">Nombreux sont les observateurs qui r\u00e9clament maintenant le coup de gr\u00e2ce : l\u2019arr\u00eat du projet \u2013 en tout ou en partie \u2013 afin d\u2019avancer sur d\u2019autres bases.<\/span><\/p>\n<p class=\"tm7\"><span class=\"tm9\">\u00a0<\/span><\/p>\n<h2 class=\"tm7\"><strong><span class=\"tm8\">\u00c0 l\u2019\u00e9preuve des d\u00e9lais<\/span><\/strong><\/h2>\n<p class=\"tm7\"><span class=\"tm9\">Et d\u2019avancer il y a grand besoin\u00a0: Le SCAF devait entrer en service \u00e0 partir de 2040. On parle d\u00e9sormais de 2045, au minimum. La phase de d\u00e9veloppement d\u2019un d\u00e9monstrateur devait d\u00e9buter en 2025 pour un vol en 2027; au deuxi\u00e8me trimestre 2026, <\/span><span class=\"tm9\">on attend toujours un accord de principe, la question des contrats viendra plus tard. D\u2019apr\u00e8s le chancelier Merz, c\u2019est l\u00e0 le n\u0153ud du probl\u00e8me : un r\u00f4le militaire encore difficile \u00e0 d\u00e9finir. Il ne s\u2019agit ni d\u2019une surprise, ni m\u00eame d\u2019un changement d\u2019orientation. Il est donc surprenant d\u2019entendre dire que ces divergences pourraient conduire \u00e0 l\u2019abandon du SCAF\u00a0: les \u00e9tudes conceptuelles n\u2019auraient-elles pas d\u00fb \u00eatre lanc\u00e9es d\u00e8s 2021\u00a0? Quant aux perspectives de guerre de haute intensit\u00e9 en Europe, bien r\u00e9elles depuis l\u2019invasion de l\u2019Ukraine, elles constituent <\/span><u><a href=\"https:\/\/dgap.org\/de\/forschung\/publikationen\/frankreichs-aktualisierte-sicherheitsstrategie-und-ihre-bedeutung-fuer\"><span class=\"tm10\">une priorit\u00e9 partag\u00e9e<\/span><\/a><\/u><span class=\"tm9\"> par les deux pays.<\/span><\/p>\n<p class=\"tm7\"><span class=\"tm9\">La question, en r\u00e9alit\u00e9, aurait d\u00fb \u00eatre r\u00e9gl\u00e9e depuis longtemps. En 2023, on <\/span><u><a href=\"https:\/\/breakingdefense.com\/2023\/11\/fcas-weighing-4-fighter-designs-could-make-final-choice-by-march-2025\/\"><span class=\"tm10\">\u00e9voquait<\/span><\/a><\/u><span class=\"tm9\"> d\u00e9j\u00e0 quatre profils d\u2019avion, supposant un consensus sur le r\u00f4le et les sp\u00e9cifications qui, de toute \u00e9vidence, ne tient plus aujourd\u2019hui. <\/span><em><u><a href=\"https:\/\/www.lesechos.fr\/industrie-services\/air-defense\/scaf-les-armees-de-lair-reaffirment-leur-besoin-dun-systeme-de-combat-aerien-du-futur-2191945\"><span class=\"tm20\">Les \u00c9chos<\/span><\/a><\/u><\/em><span class=\"tm9\"> rapportaient ensuite un accord conclu en juillet 2025 sur la taille de l\u2019appareil, ce qui n\u2019a pas emp\u00each\u00e9 le PDG de Dassault, \u00c9ric Trappier, de soulever \u00e0 nouveau la question \u00e0 l\u2019Assembl\u00e9e nationale (24.09.2025). Construire un avion \u2013 m\u00eame un d\u00e9monstrateur \u2013 sur de telles bases semble illusoire.<\/span><\/p>\n<h3 class=\"tm21\"><strong><span class=\"tm17\">\u00a0<\/span><\/strong><\/h3>\n<h2 class=\"tm21\"><strong><span class=\"tm17\">L\u2019industriel<\/span><\/strong><\/h2>\n<p class=\"tm7\"><span class=\"tm9\">Il existe \u00e9galement une divergence sur le r\u00f4le industriel du NGF. Pour la France, l\u2019avion de sixi\u00e8me g\u00e9n\u00e9ration doit notamment contribuer \u00e0 revitaliser un secteur industriel en perte de moyens. En Allemagne, <\/span><span class=\"tm9\">le <\/span><u><a href=\"https:\/\/www.hartpunkt.de\/airbus-betriebsrat-dassault-fuer-fcas-der-falsche-partner\/\"><span class=\"tm10\">pr\u00e9sident du conseil des travailleurs d\u2019Airbus<\/span><\/a><\/u><span class=\"tm9\"> et le syndicat <\/span><u><a href=\"https:\/\/www.handelsblatt.com\/unternehmen\/industrie\/ruestung-ig-metall-fuer-eigenstaendigen-deutschen-kampfjet-ohne-dassault\/100182664.html\"><span class=\"tm10\">IG Metall<\/span><\/a><\/u><span class=\"tm9\"> sont en premi\u00e8re ligne contre Dassault,<\/span><span class=\"tm9\"> pr\u00e9occup\u00e9s par la pr\u00e9servation d\u2019une expertise industrielle acquise de longue date. Un \u00e9chec du NGF pourrait entra\u00eener une multiplication des concurrents\u00a0: entre le F-47 am\u00e9ricain, le programme Tempest (britannique, italien et japonais), un \u00e9ventuel successeur su\u00e9dois du JAS Gripen, ainsi que deux appareils dans le cadre du SCAF. Pourtant, Dassault semble pr\u00eat \u00e0 prendre ce risque afin de conserver l\u2019int\u00e9gralit\u00e9 des profits d\u2019un NGF destin\u00e9 \u00e0 l\u2019export, quitte \u00e0 heurter ses partenaires europ\u00e9ens et la classe politique fran\u00e7aise. Se pose alors la question \u2013 surtout en France \u2013 de la capacit\u00e9 des pouvoirs publics \u00e0 contr\u00f4ler leurs industriels de r\u00e9f\u00e9rence et \u00e0 imposer leurs orientations.<\/span><\/p>\n<h3 class=\"tm21\"><span class=\"tm16\">\u00a0<\/span><\/h3>\n<h2 class=\"tm21\"><strong><span class=\"tm17\">Le politique<\/span><\/strong><\/h2>\n<p class=\"tm23\"><span class=\"tm16\">Ces divergences s\u2019inscrivent dans un contexte g\u00e9opolitique profond\u00e9ment transform\u00e9. En 2017, la France se voyait comme <\/span><em><span class=\"tm24\">primus inter pares<\/span><\/em><span class=\"tm16\"> des affaires militaires europ\u00e9ennes, entra\u00eenant une Allemagne r\u00e9ticente. En 2026, l\u2019Allemagne, port\u00e9e par les <\/span><em><span class=\"tm24\">Sonderverm\u00f6gen<\/span><\/em><span class=\"tm16\"> et la suspension des r\u00e8gles budg\u00e9taires, investit massivement dans ses capacit\u00e9s \u00e0 court et \u00e0 long terme\u00a0; la France, elle, est contrainte \u00e0 de s\u00e9v\u00e8res arbitrages. Berlin affiche d\u00e9sormais son ambition de faire de la Bundeswehr \u00ab l\u2019arm\u00e9e la plus puissante d\u2019Europe \u00bb. Cette dynamique rel\u00e8gue la France \u00e0 un r\u00f4le de partenaire d\u2019\u00e9gal \u00e0 \u00e9gal, voire junior, qui ne lui sied gu\u00e8re. Et tandis qu\u2019\u00e0 Paris on s\u2019inqui\u00e8te d\u2019une possible marginalisation, Berlin adopte une posture plus cavali\u00e8re : les partenaires europ\u00e9ens, qui r\u00e9clament depuis des ann\u00e9es un r\u00e9armement allemand, seraient mal plac\u00e9s pour s\u2019en offusquer. Aujourd\u2019hui, c\u2019est bien l\u2019Allemagne qui m\u00e8ne le bal\u00a0; au besoin, elle n\u2019h\u00e9site d\u2019ailleurs pas \u00e0 jouer des coudes<\/span><\/p>\n<p class=\"tm21\"><strong><span class=\"tm17\">\u00a0<\/span><\/strong><\/p>\n<h2 class=\"tm21\"><strong><span class=\"tm17\">La coop\u00e9ration franco-allemande en question<\/span><\/strong><\/h2>\n<p class=\"tm7\"><span class=\"tm9\">Chaque nouveau sursaut r\u00e9active ces trois divergences interreli\u00e9es, rendant toute r\u00e9solution particuli\u00e8rement complexe. Ce qui semblait au d\u00e9part n\u2019\u00eatre qu\u2019un simple d\u00e9saccord sur le partage des comp\u00e9tences entre Dassault et Airbus r\u00e9v\u00e8le d\u00e9sormais une possible fracture militaire et politique. On observe en outre un renversement des positions\u00a0: alors qu\u2019\u00e0 l\u2019\u00e9t\u00e9 2025, l\u2019Allemagne cherchait \u00e0 contenir une posture fran\u00e7aise plus offensive, les acteurs allemands plaident aujourd\u2019hui pour une s\u00e9paration plus ou moins \u00e0 l\u2019amiable. Jordan Bardella devrait suivre une ligne similaire s\u2019il venait \u00e0 \u00eatre \u00e9lu (Copyright : Wikimedia Commons)<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p class=\"tm7\"><span class=\"tm9\">Alors que les \u00c9cologistes d\u00e9fendent une v\u00e9ritable d\u00e9fense europ\u00e9enne, une arriv\u00e9e au pouvoir du Rassemblement national pourrait sonner le glas du NGF, sans pour autant r\u00e9soudre les probl\u00e8mes sous-jacents.<\/span><\/p>\n<p class=\"tm7\"><span class=\"tm9\">\u00a0<\/span><\/p>\n<h2 class=\"tm7\"><strong><span class=\"tm8\">Quelles perspectives\u00a0?<\/span><\/strong><\/h2>\n<p class=\"tm7\"><span class=\"tm9\">S\u2019agissant des perspectives d\u2019avenir, il convient de se tourner vers les autres piliers du projet. MTU Aero et Safran se disent satisfaits de leur partenariat EUMET pour la motorisation ; Hensoldt affirme vouloir poursuivre le d\u00e9veloppement de capteurs, au sein ou en dehors du SCAF. L\u2019avion Tempest, d\u00e9velopp\u00e9 en coop\u00e9ration, n\u2019en est qu\u2019une composante. Une telle approche permettrait de pr\u00e9server l\u2019id\u00e9e m\u00eame du SCAF \u2013 un syst\u00e8me de combat modulaire et int\u00e9gr\u00e9, fond\u00e9 sur un \u00e9change de donn\u00e9es constant et une coop\u00e9ration distribu\u00e9e entre plateformes, syst\u00e8mes et technologies \u2013 tout en r\u00e9duisant les sources de friction politique, militaire et industrielle.<\/span><\/p>\n<p class=\"tm7\"><span class=\"tm9\">La coop\u00e9ration franco-allemande fonctionne dans des domaines plus cibl\u00e9s, lorsqu\u2019existent de v\u00e9ritables perspectives de march\u00e9. \u00c0 l\u2019inverse, une collaboration trop contrainte ou la limitation arbitraire du nombre de partenaires conduit visiblement \u00e0 une opposition croissante entre int\u00e9r\u00eats politico-\u00e9conomiques \u2013 port\u00e9s par la logique de mise en commun \u2013 et int\u00e9r\u00eats industriels. Pour aller de l\u2019avant, il faudra ouvrir le projet \u00e0 d\u2019autres industriels et \u00e0 d\u2019autres mod\u00e8les de coop\u00e9ration, tout en conservant l\u2019esprit d\u2019un projet a\u00e9rien r\u00e9ellement europ\u00e9en.
